UWSP Risk Management helps protect the University from various sources of loss or damage that could affect overall stability. We work with the UW System ​Office of Safety and Loss Prevention to administer risk management. We are here to help you navigate the unexpected and prepare to be as safe as possible on campus!

IMPORTANT TOPICS

ANIMALS ON CAMPUS

Do not approach animals unless you are trained to do so. Any direct physical contact with an unknown animal, especially if it results in a bite or scratch, is serious.

If an animal has bitten, scratched or had direct physical contact with a person, they should seek medical attention as soon as possible.

If you see a suspicious animal running loose on campus, call University Police at 715-346-3456. ​

Response

If an animal, such as a rat or bat is found inside a building, isolate it in a room by closing doors behind it. Keep people away. Do not try to remove the animal yourself. Call the following for assistance:

  • For removal during business hours, call Facility Services at 715-346-4219.
  • For removal after-hours, call University Police at 715-346-3456.

If you are unable to contain the animal, call University Police at 715-346-3456.

Pets on Campus

Dogs, cats and other pets are prohibited in all university buildings and arboretums except as authorized by the Institutional Animal Care and Use Committee (IACUC) and Risk Management.

  • Approval is required prior to the start of the activity.
  • Complete the Notification of Animal Activity form for authorization (please allow 3 weeks to process). This does not apply to police and service animals when those animals are working.

Pets are allowed outside on campus grounds if they are on a leash physically controlled by the individual responsible for the animal, except when strictly prohibited by signage. See UWS Chapter 18.08 for additional information.

Any pet waste deposited on university property shall be removed and properly disposed of by the individual responsible for the animal.

Service, Emotional Support and Therapy Animals

Student inquires for service or therapy animals on campus can be directed to Student Disability and Assistive Technology Services. 

Employee, staff and faculty inquiries for therapy or pets on campus for occupational purposes can be directed to Human Resources.​

CERTIFICATE OF INSURANCE (COI) / VENDOR INSURANCE

Risk Management provides assistance with the certificate of insurance reviews and confirmations for third party events involving youth/minors. 

Vendor Insurance Requirements

When an institution contracts with a vendor for materials, equipment, supplies, or services, that vendor’s activities and the goods create an inherent liability risk to the UW System and UWSP. The goal of vendor insurance requirements is to protect the institution from loss or exposure to loss resulting from any negligence on the part of an under/uninsured vendor who furnishes services to the institution.

By obtaining an appropriate certificate of insurance and maintaining a current certificate of insurance on file, for a high risk procurement, the institution has evidence that insurance has been obtained which transfers risks associated with the business relationship with the vendor from the institution to the insurer.

​Signature Authority 

Remember, the only individuals with designated signature authority are authorized to sign contracts and agreements on behalf of UWSP. Contact the Finance and Administration office for more information.

DRONES AND UNMANNED AIRCRAFT SYSTEMS (UAS)

All and any use of a drone or unmanned aircraft system must be approved by UWSP Risk Management inside or outside on university property.

General overview:

  • Flight requests must clearly identify the area of flight, and this area of flight must be approved by Risk Management.
  • The operator of any UAS (commercial or non UWSP ​operators) must abide by all federal, state, and city laws and UWSP policies and procedures. These include, and are not limited to,
    • UAS may not exceed 55 lbs. in size and must have all manufacturer’s specifications in operable condition.
    • UAS may contain wireless transmission capability and will be evaluated in the approval process to ensure safe access and use of UW-Stevens Point networks. This evaluation would be conducted by a representative from Information Technology or Risk Management, with consultation from UAS campus experts as needed. Areas that may be analyzed include drone security for prevention of hacking, the apps utilized when drone is in use, and the drone software.
    • UAS with digital photographic or video capture capabilities may be evaluated for feed or storage archival needs if University computer networks are required, particularly for live streaming events.
    • Any drones owned by the university must meet criteria for connectivity and data storage.
    • No university owned UAS shall be rented, leased or lent to a non-university party.
  • UW-Stevens Point UAS-Operator Application Form must be fully completed online and submitted for approval by all UWSP and non-UWSP operators.
  • All flights must have insurance coverage confirmed by UW-Stevens Point Risk Management on/before the time of approval.
  • If the university arranges for a contractor or a non-UWSP operator to use a UAS for purposes associated with a university facility, event, or project, the contractor must adhere to all FAA requirements and campus polices (including to submit UW-Stevens Point UAS-Operator Application Form) and provide the university with proper proof of insurance as required from the Risk Management Department and add the “Board of Regents of the University of Wisconsin System, its officers, employees and agents as an additional insured.”  
  • ​​​​All flights must be approved through the UW-Stevens Point Risk Management department.
  • A minimum of 72 business hours advanced notice of flight is required for the approval process.  Frequent fliers may request a waiver of this time limit to Risk Management.

​NON-UW Stevens Point operators

Non-UW Stevens Point Operators wishing to operate a UAS on or over university owned property must contact Risk Management to again written approval.

  • Submit a UW-Stevens Point UAS-Operator Application Form for review and approval with insurance and licensure information.
  • Provide proof of a CFR 14 Part 107 license as Remote Pilot Certificate or other proof of FAA approval.
  • Provide proof of insurance. The specific insurance requirements, including the amounts of insurance, are determined by the Risk Management, and may vary depending on the nature of the proposed UAS operation. However, Risk Management prefers aviation Liability Insurance-Limits no less than $1,000,000 per occurrence. Also, the Board of Regents of the UW System, its officers, employees, and agents need to be added as an additional insured.
  • Any operation of a UAS by a non-UW Stevens Point operators over university property must be under a contract agreement with the University. A contractual agreement is required for non-UW Stevens Point operators which hold the university harmless from any resulting claims or harm to individuals and damage to university property in direct relation to the party’s flight operations and are part of pre-flight approval.

ENVIRONMENTAL HEALTH AND SAFETY (EHS)

As part of the Risk Management team, Environmental Health and Safety (EHS) provides guidance and assistance to ensure a safe and healthful environment for employees, students, and guests.​

As a state agency, safety initiatives are guided by the Wisconsin Administrative Code Chapter SPS 332​.  This law, by reference, incorporates the standards and regulations set forth by the Occupational Safety and Health ​Administration (OSHA).  ​

EHS provides a variety of services which includ​e:

  • ​Developing and implementing policies and programs
  • Administering employee training programs
  • Managing hazardous, infectious, and universal wastes
  • Compliance with environmental regulatory requirements
  • Administering injury/incident claims and safety review
  • Providing assistance and guidance for other EHS initiatives to ensure a safe and healthful workplace​
