Public Relations Specialist, Kwik Trip Inc.

Ben Leibl is a Public Relations Specialist for Kwik Trip Inc., based in La Crosse, WI. In his role at Kwik Trip, he assists coworkers with their ongoing educational needs and directs the Kwik Trip praise program, which last year meant acknowledging over 2600 unsolicited guest compliment letters.​

Prior to joining Kwik Trip in 2020, Ben was an instructor and principal in Oshkosh, WI and Omaha, NE. He holds degrees from Martin Luther College in New Ulm, MN. Ben sits on the Boards of the Boys and Girls Club in La Crosse, WI and serves as the Chair of St. Paul's Lutheran School Board.

Ben and his wife Heidi have 3 children and they live in Holmen, WI.​

Eric Ness
District Director, U.S. Small Business Administration


Eric Ness is the District Director for the U.S. Small Business Administration (SBA) Wisconsin District with locations in Madison and in Milwaukee. As District Director, Eric is responsible for the delivery of SBA programs throughout Wisconsin.

Eric joined the SBA in 1990 as a Commercial Loan Officer where he had the opportunity to work in both processing and liquidation of loans. He has served as Finance Chief and Assistant District Director for Economic Development. In December of 2001, Eric assumed the position of Wisconsin District Director.

Prior to coming to SBA, Eric worked for Impact Seven as a Business Analyst and was General Manager of Western Wisconsin Development Corporation in Northwestern Wisconsin.

Eric graduated from the University of Minnesota with a Degree in Agricultural Engineering and later obtained a Masters in Business Administration from Southern Methodist University in Dallas, Texas.

U.S. Small Business Administration ​(SBA) Reigonal Administrator

As Region V Administrator, Geri Sanchez Aglipay oversees SBA programs, offices, and operations in the SBA’s Great Lakes region, serving Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin.

Ms. Aglipay is a second-generation American and a daughter of a veteran.  With over 20 years of experience in entrepreneurship, and economic development, she is passionate about strengthening collaborative innovation across sectors and industries to create more equitable paths to financial security for small business owners and the self-employed, especially for socially and economically disadvantaged communities.

Prior to SBA, she served as Director of the Midwest Region and National Director of Women’s Entrepreneurship for Small Business Majority, where she expanded and directed the organization’s strategic education programs, policy, research, and financial development efforts in the Midwest and oversaw women’s entrepreneurship nationwide to address disparities. In addition, she has served as commissioner of the Cook County Commission for Social Innovation; co-chair of Racial Wealth Gap Committee of Financial Inclusion for All Illinois; and on the advisory council of HHS NIOSH Center of Excellence UIC Center for Healthy Work.

Regional Administrator Aglipay has experience in legislative and administrative policies that affect small businesses, and she has a record of coalition-building across public, private and non-profit sectors to build ecosystems for collective impact. She advances data-driven innovation and investments for equity and inclusive economic prosperity, especially for socioeconomically disadvantaged entrepreneurs. Aglipay has led small business interests on anti-predatory lending policies and Community Reinvestment Act rules; and she spearheaded the creation of a toolkit on sensible metrics to assess small business service impact in underserved areas.

She is a graduate of Bradley University and pursued graduate study in community development finance from the University of New Hampshire.​​

Michael Heltzel, Director of Lending, has over 38 years of experience in the bankig industry and has served as WWBIC's Director of Lending since 2012. He oversees WWBIC'a lending function related to micro-loan, small business and SBA 7a underwriting; small business consulting and marketing for WWBIC's 24 loan fungs (including CDBG loan funds) He also serves as WWBIC's primary banking partner contact person for the State of WI. He oversees and works with a statewide team of five lenders who annualy originate more than $10 million in new loans. He has consistently mangaed WWBIC's lending team to meet goals by set WWBIC, CDBG and other federal government loan programs for loans to low-to-moderate income borrowers, especially women, people of color, Spanish speaking business owners and veterans. Under his leadership, the total WWBIC loan portfolio and the deployment of campital have grown and continues to grow from 6 million in 2012 to over 26 million in 2023. Mike recieved a BBA from UWM and has been certified as a licensed financial counselor. SInce starting his career, Mike has worked at First Interstate Bank, Wells Fargo Bank, Firstar Bank, US Bank, Associated Bank Corporation, and PNC Financial Services Group.

​ Mike Hossian, Operations Analyst, has been a valued member of FTA's Client Services Team since March 2022. His primary responsibilities include handling secondary market lender investor inquiries related to payment discrepancies, reconciliations, and outstanding claims. He supports all other Client Service functions and is a high contributing team member who embraces lead roes when called upon. Prior to joing FTA Guidehouse, Manik spent 5 years with TD bank advancing his skills.​

Bill has made a career of analyzing financial data and providing leadership in the highly regulated industries of Financial Lending; Medical Device; Pharmaceuticals; and Hospital Products. He has spent over 16 years with the Small Business Administration (SBA) at the Office of Disaster Assistance and the 7(A) Loan Guaranty Processing Center (LGPC) where he currently is the Assistant Center Director for Policy.

He has expertice in an array of loan programs offered by the SBA that address the business's need for both short term and permenant working capital, including SBA CAPLine programs focused on meeting the short-term operating cycle needs of a business.

Bill earned a MBA from Golden Gate University, San Fransisco; obtained sound financial training provided at a Fortune 100 Company and taught 8 uars as university faculty for the master's degree program.

His past business experience includes a consulting practice targeted at the small business client as well as spending 14 years in the corporate environment. Positions held include - Director Corporate Business Development, Director Commercial Operations, Director Training and Development, Director Commercial Operations, Director Training and Development and Operating Board Member.

Bill has been a guest speaker at several lender conferences and continues to provide education sipport using webinars; 7a questions; and direct training of SBA staff and lenders.

Cari Sabel is the team lead for OneRD guaranteed loans at Wisconsin Rural Development. She has more than 15 years of commercial/business lending experience acquired from community banks in east central Wisconsin.
