University jurisdiction over behaviors occuring off-campus?

The University of Wisconsin Stevens Point has the jurisdiction to adjudicate non-academic behavioral misconduct that occurs outside of university lands.  As described in UWSP Chapter 17 (17.08(2)), any conduct that:
·         Constitutes or would constitute a serious criminal offense, regardless of any criminal proceedings
·         The student presented or may present a danger or threat to one’s self or others

The conduct demonstrates a pattern of behavior that seriously impairs the university’s ability to fulfill its teaching, research, or public service missions.
