Opening Keynote - Traci Toomey, Ph.D. MPH


Traci Toomey Ph.D.
is the director of the Alcohol Epidemiology Program at the University of Minnesota. This program has conducted studies on policy and prevention for underage alcohol use and heavy drinking, underage access to alcohol, alcohol sales to intoxicated persons, and alcohol use among different populations. She received her MPH in Epidemiology in 1991 and her PhD in Epidemiology in 1994 from the University of Minnesota. Professor Toomey is an expert in public health policy, with particular expertise in alcohol control policies. She has served as the principal investigator or co-investigator of more than 30 research studies addressing policy issues.  

1A / 2A - Erin Davis and Sgt. Aaron Dammen

Erin Davis is the Director of Janesville Mobilizing 4 Change, a youth substance use prevention agency. She has a Master’s in Public Administration and has been with JM4C for 3 years. JM4C began as a community coalition focusing on alcohol and prescription drug use. JM4C started receiving Drug Free Communities funding in 2012, Now, through additional federal, state, and local dollars, JM4C also addresses vaping, marijuana, and opioids. JM4C works with populations identified as being at greater risk for substance use. Additionally, JM4C focuses on risk factors such as sexual violence and mental health.

Sergeant Aaron Dammen has been in law enforcement for over 23 years. Currently, he is working third shift with the Janesville Police Department and coordinates the local No-Serve list. The No-Serve list initiative notifies alcohol establishments of individuals that have had several recent contacts with law enforcement due to levels of intoxication. Sgt. Dammen and JPD have been valuable partners in reducing substance use in Janesville and reducing harms associated with substance use. JPD often takes the lead in the community with mental health awareness programs, community policing, and collaboration on projects such as the Place of Last Drink Study. 

1B - Thomas Bentley, Lynne Cotter, Carlie Malone, and Katharine Rifken

Thomas Bentley, MS, is a Substance Abuse Researcher with the University of Wisconsin Population Health Institute and Wisconsin Department of Health Services. He is currently serving as the Research Analyst for the Wisconsin Prescription Drug/Opioid Overdose-Related Deaths Prevention Project (WI-PDO). Prior to his time at UW, Tom’s work has included working as an Analyst for the National Council on Crime and Delinquency and as an Institutional Researcher at McHenry County College in Illinois. Tom earned a B.S. in Psychology from the University of Illinois-Urbana and a M.S. in Demography from Florida State University.

Lynne Cotter, MS, is a researcher working at the Wisconsin Department of Health Services, Division of Public Health where she helped launch DHS's dashboards showing the impact of the opioid epidemic and alcohol use on the state. Prior to joining the State, Lynne received her Master's in Public Health from The Dartmouth Institute for Health Policy and Clinical Practice, after which she worked at Epic, and also at the University of Wisconsin, Madison, School of Medicine and Public Health.  Lynne holds expertise in data analytics, data visualization, IT system design, and in supporting people and programs in understanding how best to use data for program and system innovation, evaluation, and improvement.

Carlie Malone, MS, is a Public Health Research Analyst with the Wisconsin Department of Health Services, Office of Health informatics. Carlie is a Tableau Developer for DHS’ data display initiative as well as the Project Director for the Wisconsin Family Health Survey. Carlie holds expertise in survey methodology, data analytics, and data visualization. Prior to joining the State, Carlie received her Master’s in Experimental Psychology from Villanova University and in Social/Developmental Psychology from UW Madison.

Kate Rifken, MS, has worked in a variety of different fields from mental health and substance use, public health, and mindfulness research. Kate’s passion is translating data to consumable forms for decision making and exciting stakeholders around data. Kate received her Master of Science degree at the University of Wisconsin – Madison in Population Health Sciences. She understands that traditional metrics do not always tell the full story and enjoys the challenge of translating and visualizing different data stories.

1C - Jeffrey Glazer

Jeffrey Glazer is a Clinical Associate Professor at the UW Law School’s Law & Entrepreneurship Clinic, where students provide free legal services for startup businesses throughout the state of Wisconsin. He also leads the Law and Entrepreneurship Clinic’s Rural Entrepreneurship Project. Jeff has worked with and represented suppliers, wholesalers, and retailers of alcohol beverages for over 13 years. 

1D - Niki Euhardy and Samantha Hilker

Niki received her Masters of Public Health in Policy & Administration from UW-Milwaukee's Zilber School of Public Health and has worked for multiple public health organizations in the state including UW Health, Wood County Health Department, UW Population Health Institute, Wisconsin Initiative for Stigma Elimination, Outagamie County Public Health, Children’s Health Alliance of Wisconsin, and the Zilber School of Public Health. Currently, she is the Public Health Policy & Equity Coordinator at the Winnebago County Health Department. Niki has experience working on a variety of public health issues and is passionate about improving public health through equitable policy solutions. 

Samantha’s roots are in EMS (emergency medical services) where she began as a paramedic. As she advanced through her career in EMS, she developed a passion for preparedness, planning, and fostering collaborative solutions to community problems. She received her Master of Organizational Leadership from Marion University and opened her own consulting firm. Samantha works with EMS agencies and professional associations across the country to improve effectiveness, communication, and development. Currently, she is the Coordinator for the Drug-Free Communities Grant with the Winnebago County Drug & Alcohol Coalition. Samantha has a variety of experience in project management, organizational development, grant management, and facilitation. 

2B / 4B - Chuck Klevegaard

Chuck Klevgaard is a nationally recognized expert in substance misuse prevention, public health, and school-based health. Drawing on his experience in collective impact and prevention-focused partnerships, he builds the capacity of states, tribes, schools, communities, and cities to use evidence-based substance misuse prevention and intervention strategies. He specializes in behavioral health support; training and technical assistance; and evidence-based alcohol, opioid, and substance misuse programs and policies. As a consultant to Great Lakes Prevention Technology Transfer Center, Klevgaard provides training and technical assistance to substance misuse prevention entities within the Great Lakes region, which includes Illinois, Indiana, Minnesota, Wisconsin, Michigan, and Ohio.

2C - Joyce Gau

Joyce Gau is a charter member with Drug Free Communities of Fond du Lac, WI (DFC). Her interest in prevention stems from her years of teaching at the high school level. Gau completed her studies in Substance Abuse Counseling through Moraine Park Institute.  She began her counseling career at the ADARC, a program of Lutheran Social Services in Fond du Lac that provides services for teens and adults. Joyce later completed a master’s degree in Community Counseling. Combining teaching, substance use counseling, and prevention, Joyce became an external coach in Positive Behavior Integrated Support (PBIS) with the Fond du Lac School District. She remains active in DFC and is currently working to improve compliance conditions of the click and collect process with businesses and law enforcement.

2D / 3A - Thomas J. Alisankus, J.D., Beth Cox, J.D., Cynthia DiCamelli, Ph.D., and Jodie Sorenson

Thomas J. Alisankus, J.D., is the municipal judge for Evansville and Union, Wisconsin.  He has practices law for 29 years, focusing on criminal law and civil litigation.  Thomas graduated from St Lawrence University and holds a law degree from the University of Wyoming College of Law.

Beth Cox, J.D., has been the municipal judge for the Village of Oregon since 2008. She has practiced law since 1998, focusing on estate planning, elder law, and probate. Before going to law school, she worked for the State of Wisconsin for twenty years, directing the Mendota Mental Health Institute, a maximum-security psychiatric hospital. In addition to holding a law degree, Beth holds master’s degrees in social work and Business, all from the University of Wisconsin-Madison.

Cynthia DiCamelli, Ph.D., has been a part of the OregonCARES Community Coalition since its beginning in 2009. She has also served as a school board member, as the State PTA President, as the Oregon School District Family Liaison and Homeless Liaison as well as the Associate Director of Community Education for the Oregon School District. Cynthia has a Ph.D. in Biochemistry from Syracuse University.

Jodie Sorenson has been the Village of Waunakee Municipal Clerk of Court for 19 years. She is a member of the Wisconsin Municipal Court Clerk's Association, and is the current Association President for the 2018-2020 term. She served on the State of Wisconsin Municipal Court Clerk's Advisory Committee 2013. Jodie received her Professional Judicial Assistant Certificate, Professional Judicial Assistant in Administration Certificate, Professional Judicial Executive Certificate, and Judicial Leadership Management Certificate.  She is a founding member of the Waunakee Community Cares Coalition and is currently the Executive Board Chair.  Jodie graduated from UW-La Crosse with a bachelor's degree in Recreation Management.

3B - Shaun Goyette and Kelsey Skala

Shaun Goyette is a Detective for the Juneau County Sheriff’s Office. He has been with the Sheriff’s Office for 20 years. Detective Goyette has been assisting the Juneau County Health Department for 10 years, acting as the lead law enforcement partner conducting the Alcohol and Tobacco Compliance Checks. He is also one of the Responsible Beverage Server Instructors for Juneau County. 

Kelsey Skala is a Community Health Educator for the Juneau County Health Department and serves as the Coalition Coordinator for SAFE in Juneau County Coalition. She has been in this role since October 2018, when the Coalition secured Drug Free Communities federal funding. Kelsey has helped the Coalition develop many local alcohol initiatives. These initiatives include retailer education, Responsible Beverage Server training formation, and further development of their Alcohol Compliance Check program. Under her leadership, capacity of the program was doubled from 2018 to 2019 and currently has many exciting technological features in the works. 

3C - Julia Sherman

Julia Sherman coordinates the Wisconsin Alcohol Policy Project at the University of Wisconsin Law School. In 2001, she began her work in alcohol policy at the American Medical Association’s Office of Alcohol and Other Drug Abuse in Chicago and later served as the national Field Director for the Center on Alcohol Marketing and Youth. In 2009 Sherman chaired the Alcohol, Culture and Environment Work Group of the Wisconsin State Council on Alcohol and Other Drug Abuse and authored its final report, Changing Wisconsin’s Alcohol Environment to Promote Safe and Healthy Lives. In 2010, she became the first coordinator of the Wisconsin Alcohol Policy Project at the University of Wisconsin Law School.

3D - Allison Weber

Allison Weber oversees the Substance Abuse Block Grant (SABG) from the federal government for prevention at DHS as well as the Small Talks underage drinking prevention program, the Emerging Leaders Program, and other SABG related funding opportunities. Allison has spent the last few decades in human services including the Director of Community Relations and Development for a large Latinx non-profit in PA in frontline prevention, community relations, coalition building, grant writing, and education. She has a B.A. from the University of Wisconsin-Madison.

4A- Lori Weibold, Ph.D.

Lori Weibold is a trained sociologist and earned her Ph.D. from the University of Kansas. Before working at the Dept. of Health Services, she taught over a decade in the university setting, specializing in Racial-ethnic, Class, and Gender Inequalities, Medical Sociology, and Social Theories. Her research includes a mixed-method study of rural community survival, in addition to articles on qualitative methodologies and Black Masculinities and Middle-class Success.

4C - Katie Wilson

Katie Wilson (she/her/hers) has worked as a health educator at UW-Eau Claire for twelve years.  Her passions include alcohol and commercial tobacco policy work. She works to create environments where healthy behaviors are the default. In her non-work life, Katie loves to get outdoors with her family, spend time on her road bike, tend her native garden, do social justice advocacy, and read.  

4D - Melissa Moore and Teressa Pellett

Melissa Moore has worked in Public Health for over 19 years, leading substance abuse prevention and coalition efforts in multiple diverse communities. Emphasizing the need to go beyond education to impact the external factors that contribute to substance abuse, Ms. Moore has helped lead assessment, planning, implementation and grant writing efforts to transform the culture and reduce this burden on the community. In her current position at the Marathon County Health Department, she continues to contribute to the growing reputation of the Marathon County Alcohol & Other Drug Partnership as a statewide leader in community coalition engagement.

Teressa Pellett has been the Project Coordinator for the Stoughton Wellness Coalition since 2015, working under both Drug Free Communities Mentoring and Implementation grants. Teressa earned a Bachelor of Science degree in Human Development and Family Studies from Iowa State University. Teressa has extensive experience in community development and organizational planning. The primary focus of her career has been promotion of community health and wellbeing outcomes across the prevention field.

General Session - Michael Sparks M.A.


Michael Sparks M.A.
is an Alcohol Policy Specialist and President of SparksInitiatives. His primary interest is assisting communities to implement evidence-based strategies to reduce alcohol and other drug problems. Among others, Michael is currently working with Johns Hopkins University, Wake Forest University, Texans Standing Tall, Centers for Disease Control, St Joseph's Healthcare Foundation and Paso Del Norte Health Foundation on a range of public health issues.
