Preamble
The purpose of the Hmong and Southeast Asian American Club™
(HaSEAAC) is to promote and provide extensive understanding of the Hmong
and Southeast Asian culture. Through, cultural, historical research, and
current issues, HaSEAAC educates and promotes diversity to the
Universities of Wisconsin and the Stevens Point community.
Article I
HaSEAAC was once known as the Southeast Asian American Connection
(SEAAC) in 1987 to the early 1990s, however with its majority of Hmong
members, SEAAC was changed to what it is today, the Hmong and Southeast
Asian American Club.
Article II
HaSEAAC consists of Members, six Officers, Web Master(s),
Advisor(s), and committee(s).
- Officers
- Officers are those who have paid the membership fees and are
only full time and part time students in good academic standing,
cumulative GPA of 2.0 or better.
- Members and other Officers elect all Officers except the Web
Master(s). It is preferable that all Officers have a sophomore
standing but not required.
- All Officers are expected to maintain their positions for the
entire school year and there are no co-positions except
webmaster(s).
- It is highly recommended that the President and Vice President
positions be held by former HaSEAAC officers and must have about a
one year academic involvement within the club prior to elections.
- All Officers share the rights and privileges of Members.
Officers are responsible to attend all general and officer meetings
and club events/ activities.
- The Duties of the Executive Board
- The President’s responsibilities are to oversee
all activities, i.e., organize and maintain order at all
meetings and social gatherings; the President shall
represent HaSEAAC professionally, and appropriately appoint
members into committees.
- The Vice President’s responsibilities are to
assist the President in all activities, manage social
events, and publicize all HaSEAAC held events to the general
public with the assistance of the Public Relation’s.
- The Treasurer’s responsibilities are to present
to HaSEAAC balance inquiries based on HaSEAAC’s Student
Funding Organization (SFO/SGA) and State accounts. This
individual approves all cash transactions, i.e., deposits,
withdrawals and reimbursements. S/he shall assist the
Fundraiser in all activities.
- The Secretary’s responsibilities are to inform
all members, officers, and advisor(s) of HaSEAAC held
events. All minutes from meetings are recorded and
distributed to HaSEAAC by this individual. He/she will also
have the responsibility of reserving rooms for most of
HaSEAACs’ held events and meetings.
- The Public Relation’s responsibilities are to
make and distribute event fliers, attend other
organizational meetings, bring guest speakers to club
meetings, connect with community leaders, participate or
organize presentations for schools, and is responsible for
keeping up to date on the history of the club; etc, or shall
appoint and oversee an appointed member for the task of
keeping up the history of the club.
- The Fundraising Committee Chair researches
fundraisers and maintains the supervising role of all
fundraising events. S/he also refers to the HaSEAAC members
for fundraising activities. S/he shall report all finance
activities to the Treasurer.
- Fundraising Assistant may be appointed by the
Fundraising Committee Chair to help assist him/her.
The Fundraising Assistant has the benefits and
responsibilities as an officer, but is only
considered an active member.
- The President appoints the Web Master and there can be
more than one Web Master. The responsibility of the Web
Master is to maintain HaSEAAC’s website, make it attractive,
up-to-date, and make necessary alterations. This individual
is required to report to HaSEAAC about or for any
information and suggestions, so that events may be presented
on the web. He/she is responsible for taking photos of
HaSEAACs’ events to be presented on the web and for the
Public Relation’s historical records.
- The Rights and Benefits for HaSEAAC members.
- An official membership of HaSEAAC is entitled to participation
in all HaSEAAC held events, i.e., conferences, dances, camping
trips, shopping trips, and other recreational events for reduced or
no charge.
- Non-Student Members
- Non-students may join the organization. However, they may not
hold officer positions, nor may they handle the finances, ride in
university vehicles, or act as agents of the state students.
Non-students may wish to arrange for their own liability insurance
to cover them for any activities they engage in as members of the
organization.
- Committee(s)
- Committee(s) will be formed as needed. An appointed member shall
oversee all activities and be advised by an appointed advisor. The
committee chair shall report all activities to officers and members.
Article III
Terms, Election Day, Voting Rights and Processes
- Elected Officers may hold a single position at
the most-two full academic years, or four semesters.
- Incumbent Officers must re-run to hold office for second term.
- Election occurs once a year approximately during the
third week of April.Officers must inform HaSEAAC at least 14
days prior to Election Day.
- In the case an officer(s) resigns for any reason, it is possible
for an election to be held and officers must inform HaSEAAC at least
14 days prior to Election Day.
- Only Members and Officers may nominate candidates for office on Election
Day.
- Only Members and Officers may be nominated as a candidate
for any given position(s)available.
- All candidates must be present to be nominated.
- Only Members and Officers may vote on Election Day.
- Members and Officers must be present to vote.
- There are no absentee ballots.
- Candidates that meet requirement (Article IIB1) must present a short
speech no more than 5 minutes.
- No speech prerequisite for Interim Officers.
- No speech prerequisite for appointed Officers.
- Candidates with most ballot votes win.
- Ballot ties will result in a re-vote process until one candidate
wins.
Article IV
General HaSEAAC Meetings and Officers Meeting
- All general meetings will be set up at the
beginning of each year.
- HaSEAAC officers will determine the most convenient time and day
to meet.
- Officers are obligated to attend all general meetings to conduct and
give reports to Members unless they inform another Officer.
- Officers’ Meetings
- Officers and the Advisor determine all meetings.
- Officers are obligated to attend Officers meetings.
Article V
Finances (Membership fees and disbursement of fees upon dissolution of
Organization)
- For students entering the fall semester, HaSEAAC
membership costs $3.00, which is to be paid no later than the twelfth week
of the first semester. Any fee paid thereafter is assessed an additional fee
of $3.00. The membership fee must be renewed every school year.
- For freshmen and transfers entering the spring semester, they may pay
the fee no later than the sixth week of that semester otherwise there will
be an additional fee of $3.00.
- All Student Government Association funds will return to SGA upon
dissolution of the organization.
- Upon dissolution of organization, all leftover funds will be used at the
agreement of the organization for any purpose.
Article VI
Amendments to the Constitution
- Prior to new amendments being added, members will be notified in
writing.
- Also two-thirds of the members must agree on the adoption of the
new amendment
Article VII
Ratification
- Two-thirds of the members are needed to ratify the
constitution
Article VIII
Date of Ratification:
October 25, 2006 and the
constitution must be renewed every 3 years.
