A soil water budget is an accounting of the inputs and outputs of water from the soil water (moisture) zone.  

P - Precipitation
PE - Potential Evapotranspiration
DST - Change is soil moisture storage
ST - soil moisture storage
AE - actual evapotranspiration
D - deficit
S - surplus
