There are several factors in this setting that could contribute to a landslide, including erosion at the base of the slope and bedding planes dipping towards to the ocean.  The construction of homes at the head of the slope adds weight to the slide mass, which could help to trigger a slide by overcoming the resistance provided by cohesion along the bedding planes.  Notice also a white pipe that was installed to drain the slope of excess water.
