State Policy: Wisconsin Environmental Policy Act, Chapter 274, Laws of 1971, state:

"Section 2, 1.11, (2) all agencies of the State shall: (c) include in every recommendation or report on proposals for legislation and other major actions significantly affecting the quality of the human environment...." Research and Development activities are considered "actions" and " must be considered on the basis of potential impacts in the conduct of the research itself."

the boundaries of the immediate experimental area.
