APA Style Report and Document References
| If your report or document has an author or authors, begin your entry with that. If not, use the agency or organization which published the document as the author. Also, if a higher office, department or agency produced the document, use that department as the publisher if the office producing the report is not well known. For example, if the National Institute on Drug Abuse, a subsidiary of the U.S. Department of Health and Human Services, issued a report, give only the institute as the publisher. You may abbreviate the titles of the government agencies when using them before a number of a publication, but not when using the agency as the author. If you are using ERIC, enclose the document number in parentheses at the end of the entry. Do not include a period after the document number.
