Proposals must be post marked
or hand delivered to the WEEB office by February
15, 2008. Proposals may
not be submitted by fax, email or other electronic means.

There is no need to go to the
expense of overnight mail. Proposals submitted via mail must be post marked
by February 15, 2008. They do not need to be received at the WEEB office by that
date.
Proposals submitted via hand
delivery must be received at the WEEB office by 4:30 PM on Friday February 15,
2008.
