The original
definition of EE capacity building developed by NEEAP should be expanded
to include evaluation. On one hand, we need to master the theory and
tools of evaluation to know whether or not the EE initiatives
(components of comprehensive EE programs) achieved are being fully
implemented and together are resulting in increased environmental
literacy. On the other hand, we need to utilize the tools of evaluation
to conduct our capacity building programs such as the EETAP States
Program and to develop sustainable organizations and effective leaders.
