The term environmental education "capacity building" is used to describe the activities of those working to improve and strengthen the field of environmental education. Since the early 1990's the model of State-Level Comprehensive Environmental Education Programs, better known as "the wheel," has been used to define the components many environmental educators identify as important for developing strong EE programs. By developing inter-related, components EE stakeholders can increase the awareness and sustainability of their efforts.
