WHAT:           News conference of a diverse conservative, consumer and environmental coalition to announce the launch of a national campaign to protect electricity consumers from paying for uneconomic past investments by the electric utilities.  As statewide and national policy efforts to deregulate the U.S. electric market intensify, this unusually broad coalition of disparate groups and philosophies will join together to present their vision and plan for protecting Americans by preventing the cost of billions of dollars in so-called "stranded costs" from being passed on to individual ratepayers and businesses
