agricultural use value assessment statute was unambiguous and gives
the DOR authority to promulgate this rule.

of Appeals Upholds Rules for Onsite Wastewater Treatment
In a decision issued May 9, 2002, the
Wisconsin Court of Appeals upheld the DOC revised rules for private
onsite wastewater treatment systems (POWTS), known as Comm. 83.
