Crafting an Effective Plan for Public Participation
(November 2004) This bulletin is for professional planners, community educators, and
local officials responsible for crafting a Public Participation Plan.
Although not a recipe, it does provide a framework for tailoring a plan
that fits local needs and capacities. In addition to the
framework, there are tips, examples, and worksheets (downloadable below
as MS Word documents)
to help prepare a sufficiently detailed, yet practical plan for public
participation.

Enhancing Involvement in Community Planning Using Incentives
(February 2005) The goal of this bulletin is to bring the broader meaning of
incentives and their effectiveness in engaging members in community
planning to the attention of planning professionals and community
leaders.

Finding the Right Match: Criteria for Selecting Communities to
Provide Outreach Services in Natural Resources Planning and Management
(September 2004)
This bulletin describes a four-step selection framework that allows
an institution to identify and select communities that will benefit from
natural resources planning and management assistance. Below are
two forms, in Microsoft Word format, that may be downloaded (MS Word
documents) and modified
for use by local governments.

(September 2004) This bulletin aims to help local elected officials, assigned
appointment responsibility by state statutes, identify, recruit, and
retain qualified and dedicated commissioners. Below are documents,
in Microsoft Excel and Word formats, that may be downloaded and modified
for use by local governments.
