A positive exponent is the number of zeros after 1 to reach the decimal point.

A negative exponent is the number of places to the right of the decimal point to get to the right of 1.

To enter in your calculator, you first enter 1 (because in scientific notation it's really 1 X 106 for example), then enter either EE or EXP or EEX to indicate that a power of 10 is next, then enter the number of the exponent (and change sign if negative with the +/- or CHS key).
