The Midwest Student Exchange Program (MSEP) was established by the Midwestern Higher Education Compact to provide qualified students with a more affordable means of attending an out-of-state institution. Students who are residents of a participating state (Illinois, Indiana, Kansas, Michigan, Missouri, Nebraska or North Dakota) may apply to attend UW-Stevens Point at a significantly reduced tuition rate.
Who is eligible to participate?
To participate, students must be a legal resident of Illinois*, Indiana, Kansas, Michigan, Missouri, Nebraska or North Dakota. Minnesota residents are charged tuition fees based on the Minnesota/Wisconsin tuition reciprocity agreement.
*Illinois residents are eligible for MSEP benefits beginning Fall 2012.
What is the value of the discount?
Tuition for MSEP students attending UWSP is equal to approximately 150 percent of the in-state tuition rate, which is significantly less than the regular non-resident rate. Please see the charts below for the current MSEP tuition rates. For the complete Tuition & Fee Tables, visit this website.

What academic programs/majors participate in MSEP?
UWSP invites students to participate in MSEP at both the undergraduate and graduate level. Click here to view a complete list of participating programs. Almost all undergraduate and graduate programs are eligible for MSEP.
What are the qualifications for participating in MSEP?
MSEP applicants are subject to the same admission requirements as other applicants. Please consult the UWSP Admissions page for the current admission requirements. MSEP participants must be formally admitted to UW-Stevens Point at the undergraduate or graduate level. Please note that the University of Wisconsin System imposes an “excess Credits Surcharge” to students accumulating more than 165 credits. MSEP students will be charged at regular non-resident rates for any term of enrollment after having completed 165 credits as MSEP participants.
Also, UWSP currently permits qualified students who are legal residents of the participating states and who are pursuing approved majors, to participate in MSEP. UWSP reserves the right to impose limits and/or modifications to the program participation in the future.
How do I apply to participate in the program?
To enroll in MSEP, just follow the steps necessary for admission and enrollment outlined on the UWSP Admissions website. Students who have been admitted to UWSP and meet the MSEP eligibility requirements will be automatically considered for the tuition benefit.
