Dr. Robert McGough, Plenary Speaker

Dr. Robert McGough is a specialist in the design and implementation of secondarRobert McGoughy education, higher education and skills training to support international development. For the past 24 years, Dr. McGough has been employed as a senior education specialist, researcher, and project manager with the World Bank.  During this time, he has been responsible for the design and implementation of numerous large-scale education and research projects in developing nations.  Dr. McGough is also the author of two books, more than 60 refereed articles and numerous World Bank publications.  He is also a recognized expert on low-cost rural distance learning for developing nations.

Dr. McGough received his Bachelor of Science degree in Industrial Arts Education from North Texas State University in 1967, his Master of Education degree in Industrial Education from the University of Missouri in 1968, and his Doctor of Philosophy degree in Vocational-Technical Education from the University of Missouri in 1977. During his early career, in public education, Dr. McGough taught at the secondary level and served as the Director of Vocational-Technical and Community Education programs in a large school system (Duluth, MN).  He also served as the Director of the Area Manpower Institute for the Development of Staff (AMIDS), a large government supported consulting agency hosted by the Dunwoody Industrial Institute in Minneapolis, MN.

At the university level, Dr. McGough has been a member of the research faculty of the University of Missouri and the graduate faculty of Virginia Tech University, where he taught graduate level courses, conducted research, and was responsible for advisement of both Master’s and Doctoral candidates.  He has also worked with university development programs/projects in developing nations.

In the private sector, Dr. McGough has been a senior manager of corporate training for Texas Instruments Corp. and the international training director of Industrial Development Services, Westinghouse Corp. He has also served as the senior vice president of Minnesota Diversified Industries.
