Collaborative Organization for Starting Teachers Achieving Results


COSTAR is a collaboration joining the University of Wisconsin - Stevens Point School of Education Professional Development Network with local education agencies and associations in facilitating the induction of educators into the profession.

Since 1989, the following school districts have collaborated with UWSP, local education associations and Central Wisconsin Uniserv:

There are three components to the COSTAR program:

  • Induction Courses for beginning educators
  • Mentor Certificate Courses leading to certification as mentors
  • Professional Development Courses for designing and implementing plans and portfolios at each stage of teaching licensure.
