  • Tuesday, October 28, 2008, Running a Public Meeting (emphasis on Plan Commission meetings)
  • Tuesday, November 18, 2008, Plan Commission Operations After the Adoption of a Plan
  • Tuesday, December 2, 2008, Integrating the Nine Elements of a Comprehensive Plan with Special Workshop Activity

All workshops are held from 6:00pm to 8:30pm at the Leon Community Center, 20638 Jameson Road in Leon.

Spring 2008

""   Density, Farmland, Natural Areas, Leadership and More,  June 13, 2008, Local Government Center, Balsam Lake, WI

A bus tour of Dakota County, Minnesota's Farmland and Natural Areas Program. Rescheduled from April 11, 2008.

""  Implementing the Plan, June 18, 2008, Crawford County Highway Building, Seneca, WI (rescheduled from May 22, 08)

This workshop will discuss plan implementation as a key element of the comprehensive plan. The workshop will address common plan implementation tools such as zoning, subdivision regulations, and official mapping as well as the role of the plan commission in implementation. It will also introduce participants to educational, voluntary and fiscal tools.

""  Understanding TIF, Impact Fees, and Cost of Community Services, May 14, 2008, Local Government Center, Balsam Lake, WI

This workshop will explore research and tools to analyze and manage the fiscal impacts of land use decisions on local government budgets.

""  Public Participation in the Planning Process, May 6, 2008, Crawford County Highway Building, Seneca, WI

This workshop will provide the basics of public participation as a key component in the development of your community's comprehensive plan. The workshop will address techniques for identifying and involving community members, methods to evaluate your participation process, basic legal requirements for public participation, and local resources. Example public participation plans will be shared and discussed.

""   Wisconsin Comprehensive Planning Law and the Plan Commission,  April 16, 2008, Crawford County Highway Building, Seneca, WI

This program provides a brief overview of the WI Comprehensive Planning Law but focuses on the creation and responsibilities of the plan commission, responsibilities of plan commissioners as local officials and duties of the plan commission under the Open Meetings Law. This program will provide a base of information for both new and existing municipal plan commission members.

""   Comprehensive Planning - "Understanding zoning and its uses and implications"  March 26, 2008, Local Government Center, Balsam Lake, WI

This workshop will provide an overview of what zoning is and how local governments use zoning to help carry out comprehensive plans and make sound land use decisions.

""  Racine County Workshop, March 19, 2008, Ives Grove Office Complex Auditorium, Sturtevant, WI

This workshop will cover Plan Commission Basics, including Plan Commissioner Background, Planning - Methods, Market and the Players, Ethics, Preparation and Decisions, and a Panel of Planning Experts

Winter 2007-08

""  Ozaukee and Washington Counties Workshop, December 6, Riveredge Nature Center, Newburg, WI

This Comprehensive Planning Implementation Workshop will cover the following topics: Consistency Requirements, Extraterritorial Rights, and Cost of Community Services


PLAN COMMISSION WORKSHOPS

Workshops are designed for newly appointed commissioners, veteran commissioners tackling complex issues, and professional educators and planners whose job it is to support local commissions. 

For newly established commissions, CLUE offers a basic plan commission workshop which can be tailored to address:

  • Establishing a Plan Commission
  • Recruiting and Retaining Quality Commissioners
  • Roles and Responsibilities of the Plan Commission
  • Comprehensive Planning Basics and the Planning Process
  • Encouraging Public Participation
  • Open Meetings and Public Records Laws
  • Ethical Conduct and Decision-Making

For veteran commissioners, CLUE can help to address complex issues such as:

  • Property Rights
  • Zoning, Conditional Uses, Non-Conformities, and Subdivision Regulations
  • Mapping Strategies for Farmland, Natural Resources, and Future Land Uses
  • Acquiring Data for Comprehensive Planning
  • Intergovernmental Cooperation
  • Plan Implementation, Monitoring, and Enforcement
  • Stormwater and Non-Point Pollution
  • And other relevant topics.
